Who we are
About our alliance
Born out of necessity, this alliance is a proactive response to one of the most pressing shared challenges of our time: securing healthcare against relentless cyber threats.
Years of collaboration have laid the foundation for what we now formally launch — a united effort to build a cyber-resilient healthcare ecosystem.
Where we are going
The road ahead
We move forward with determination, not as competitors, but as partners in security. The Healthcare CyberSecurity Technology Alliance is here to champion cooperation over competition, safeguarding the digital future of healthcare for all.
Vision
Our vision
To create a unified, cyber-resilient healthcare ecosystem where patient data and critical services are safeguarded by collaboration, innovation, and proactive defense — from legacy systems to the newest AI-driven technologies.
Mission
Our mission
Together, we are committed to:
- Sharing actionable intelligence and best practices.
- Advocating for stronger standards and policies to close systemic gaps.
- Developing a unified framework for incident response and resiliency.
- Elevating cybersecurity maturity across the ecosystem to protect patient data, healthcare information systems, and critical infrastructure.
Priorities
Our focus
Two priorities set the agenda for every programme the alliance runs.
Strengthening cybersecurity posture maturity
Raising the maturity level of healthcare institutions so they can withstand continuous assaults on their systems.
Preparing for the AI technology revolution
Readying the industry for the challenges brought by AI — from agentic security operations to quantum resilience.
Leadership
The Executive Committee
A transition management team, serving until the Annual General Membership Meeting, when a new set of officers and the FY2027 board will be elected and designated.
Engr. Primitivo “Jojo” Nufable is one of the Philippines’ foremost healthcare cybersecurity leaders — Vice President and Group Chief Information & Cyber Security Officer at St. Luke’s Medical Center. An Electronics and Communications Engineer by training, he brings more than three decades of experience across IT governance, digital transformation, cloud computing and cybersecurity, having led technology and security for the country’s largest hospital groups — including Metro Pacific Health and The Medical City — and global delivery at DXC Technology.
At St. Luke’s, he transformed the institution’s cybersecurity posture in just 18 months, moving it from compliance-driven security to a proactive, risk-based model anchored on patient safety, clinical continuity and organisational resilience — work recognised when he was named a CSO30 Awards 2025 winner.
When the 2023 PhilHealth ransomware attack exposed the sector’s shared vulnerability, Engr. Nufable helped lead the coordinated response — rapidly isolating affected systems, driving incident response, and sharing mitigation plans openly with hospital groups, HMOs and government hospitals. He has since carried the Philippine and ASEAN perspective to global stages, including the GovWare Healthcare Forum at Singapore International Cyber Week and Smart Health Asia, and serves with the CyberSecurity Council of the Philippines. He founded HCTA on a single conviction: cooperation over competition.
The alliance
No institution should defend alone.
If you are responsible for the technology, security or data privacy of a Philippine healthcare organisation, you belong in this alliance.
